         (नीति शास्त्र, सत्य निष्ठा और अभिरुचि) 

GS paper- 4:- (ethics, integrity, and aptitude)

इस प्रश्न पत्र में ऐसे प्रश्न शामिल होंगे तो सार्वजनिक जीवन में उम्मीदवारों की सत्य निष्ठा, इमानदारी से संबंधित विषयों के प्रति उनकी अभिवरती तथा उनके दृष्टिकोण तथा समाज से आचार व्यवहार मैं विभिन्न मुद्दों तथा सामने आने वाली समस्याओं के समाधान को लेकर उनकी मनोवृति का परीक्षण  करेंगे इन नियमों का निर्धारण करने के लिए प्रश्न पत्र में किसी मामले के अध्ययन का माध्यम भी चुना जा सकता है मुख्य रूप से निम्नलिखित क्षेत्रों को कवर किया जाएगा।

This paper will include questions to test the candidates attitude and approach to issues relating to integrity, probity in public life and his problem solving approach to various issues and conflicts faced by him in dealing with society questions may utilise the case study approach to determine these aspects. The following broad areas will be covered.

Topics(विषय)

⚫1. नीति शास्त्र तथा मानवीय सहसंबंध: मानवीय क्रियाकलापों में नीतिशास्त्र का सार तत्व, इसके निर्धारक और परिणाम; नीतिशास्त्र के आयाम; निजी और सार्वजनिक संबंधों में नीतिशास्त्र, मानवीय मूल्य महान नेताओं, सुधार को और प्रशासकों के जीवन तथा उनके उपदेशों से शिक्षा, मूल्य विकसित करने में परिवार, समाज और शैक्षणिक संस्थाओं की भूमिका।

Ethics and human interface; essence, determinants and consequences of ethics in human actions; dimensions of ethics; ethics in private and public relationship. Human values lessons from the lives and techniques of great leaders, reformers and administrators; role of family, society and educational institutions in inculcating values.

⚫2. अभिवृत्ति: सारांश, सरंचना, व्रती; विचार तथा आचरण के परिप्रेक्ष्य  में इसका प्रभाव एवं संबध; नैतिक और राजनीतिक अभिरुचि; सामाजिक प्रभाव और धारण ।

Attitude; content, structure, function; its influence and relation with thought and behaviour; moral and political attitudes; social influence and persuasion.

⚫3. सिविल सेवा के लिए अभिरुचि तथा बुनियादी मूल्य सत्य निष्ठा, भेदभाव रहित तथा गैर तरफदारी, निष्पक्षता, सार्वजनिक सेवा के प्रति समर्पण भाव, कमजोर वर्गों के प्रति सहानुभूति, सहीषणुता तथा संवेदना।

Attitude and foundational values of civil service integrity, impart ility and non partisanship, objectivity, deduction to public service, empathy, tolerance and compassion towards the weaker section.

⚫4. भावनात्मक समझ: अवधारणाएं तथा प्रशासन और शासन व्यवस्था में उनके उपयोग और प्रयोग। Emotional intelligence concepts, And their utilities and application in administration and governance.

⚫5. भारत का विश्व के नैतिक विचार को तथा दार्शनिकों के योगदान।

Contributions of moral thinkers and philosophers from India and world.

⚫6. लोक प्रशासन में लोक / सिविल सेवा मूल्य तथा नीति शास्त्र; स्थिति तथा समस्याएं; सरकारी तथा निजी संस्थानों में नैतिक चिंताएं तथा दुवीधाए; उत्तरदायित्व तथा नैतिक शासन, शासन व्यवस्था में नीतिपरक तथा नैतिक मूल्यों का सुढ़ीकरण ; अंतरराष्ट्रीय संबंधों तथा निधि व्यवस्था मैं नैतिक मुद्दे; कॉरपोरेट शासन व्यवस्था।

⚫7. शासन व्यवस्था में ईमानदारी: लोक सेवा की अवधारणा; शासन व्यवस्था और ईमानदारी का दार्शनिक आधार, सरकार में सूचना का आदान प्रदान और पारदर्शिता, सूचना का अधिकार, नीतिपरक आचार संहिता, नागरिक घोषणापत्र, कार्यसंस्कृति , सेवा प्रदान करने की गुणवत्ता, लोक निधि का उपयोग, भ्रष्टाचार की चुनौतियां।

Probity in governance: concept of public service; philosopher  basis of governance and probity ; information sharing and transparency in government, Right to information codes of ethics, codes of conduct, citizens charter, work culture, quality of service delivery, utilisation of public funds, challenges of corruption.
